A room holds exactly two players — one X, one O. If a room is full, the next person who opens the link is told the seats are taken and can create their own room.

Yes. One player can be on an iPhone, another on a Chromebook, another on a desktop. Tic Tac Toe runs in any modern browser and the room keeps everyone in sync in real time.
What happens if someone disconnects?
The game waits. Reopen the same link and you are back in your seat. If a player is gone for too long, the room expires and you can start a fresh one.
